Mr. White is an agent from the Board of Education. He speaks in tongues and his means of transportation to school is a Board of Education helicopter. Mr. White is sent in by Principal Prickly when an outbreak over the use of the word "Whomps" happens.
He desires to have the word banned from everyday use, even going so far as putting T.J. on trial in court, to which the Superintendent Skinner finds T.J. not guilty. His attire is based on that of a secret agent. He first appeared in the episode "The Story of Whomps" and later in "Recess: Taking the Fifth Grade ".
He appears also when T.J. protests the bad policies made to the school by staying in his room. Rather than negotiate peacefully, White blackmails T.J. with threats of far worse changes to the school should he not come out. Eventually, the board of education learned that they all hated the new policies and that each of them was all afraid that they would feel bad about it. They decide to rescind the changes and return everything back to normal. White is noticeably upset, since that meant T.J. had beaten him again and severely damaged his pride and reputation.
His voice was provided by Robert Vaughn in the episode "The Story of Whomps," which was this only appearance in the series, and Gary Cole in the 2003 feature-length movie "Recess: Taking the Fifth Grade."
